In I Corinthians, Paul is instructing the Church at Corinth concerning speaking in tongues.  Paul is helping the believers to  understand that speaking in tongues is not to be misused.  Is is to be done in order in the Church.  For, there could be those in attendance that are not saved and would not understand the act of speaking in tongues.  In verse 12, the Word says, "Even so ye, forasmuch as ye are zealous of spiritual gifts, seek that ye may excel to the edifying of the church".  Then the scriptures go on to say, "Wherefore let him that speaketh in an unknown tongue pray that he may interpret".

If one speaks out in church in tongues, unless there is interpretation, the tongues is out of  order.  For the Bible says he that speaketh in an unknown tongue speaketh not unto men but unto God: for no man understandeth him; howbeit in the spirit he speaketh mysteries.  But, he that prophesieth speaketh unto men to edification, and comfort (verse 3).

So, care must be taken that things are done decently and in order (I Cor. 14:40)
